Camp David 2000 and Olmert 2008

At Camp David in July 2000, Israel offered, by US accounts, Gaza and about 91% of the West Bank. The Clinton Parameters that December raised it to 94–96% plus land swaps, with the Arab neighborhoods of East Jerusalem as the Palestinian capital. Arafat did not accept, and the Second Intifada began.

In 2008, Prime Minister Ehud Olmert offered about 94% of the West Bank, plus Israeli land equal to about 6% of it in exchange, a link between Gaza and the West Bank, and international oversight of Jerusalem's holy sites. Mahmoud Abbas did not accept.

Accounts of both offers differ. Palestinian negotiators said the maps left a fragmented state and fell short on refugees and Jerusalem. Roughly drawn: this map can't show the land swaps, so it looks like the 1967 lines.
